ASSISTANT DIRECTOR (SCHOOL AGE CARE) NF-04 RFT (LOCAL COMMUTING AREA ONLY)
Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! The duties and responsibilities are grouped into categories. Assistant Director duties include, but are not limited to: PROGRAM MANAGEMENT: Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs. Assists with the collection and maintenance of up-to-date statistical data for planning and reporting purposes for higher headquarters and statutory requirements and to maximize spaces and ensure that resources accommodate the needs of command personnel. Assists with the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. FINANCIAL AND FACILITY MANAGEMENT: Operates the program in compliance with internal control standards. Assists with the preparation and execution of Appropriated fund (APF) and Nonappropriated fund (NAF) budgets. Conducts written analysis of budget variances as necessary. Assists with the development of the capital budget to include facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates. Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures. Tracks and analyzes income and expenditures and assures accounting of all funds and assets. Assists with the collection, accurate accounting, and reporting of funds received from patrons. Ensures staff is properly trained in cash handling procedures to include collecting, recording and deposition all fees/charges. Ensures standards are maintained for facility condition, safety and sanitation. Initiates and tracks work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction. Interfaces routinely with the support proponent(s) for facility maintenance, repair, and modernization and provides oversight of routine maintenance and renovation. PERSONNEL MANAGEMENT: Supervises staff to include assigning work, conducting performance reviews and approving leave. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance. Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and provides input on schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Evaluates performance of employees directly supervised and assures equity of performance standards and rating techniques are applied. Conducts written observations of assigned staff during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews). Initiates and implements personnel actions and supports the CYP management team to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Recommends awards when appropriate and approves within-grade increases. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Addresses potential disciplinary and/or performance issues in a timely manner and takes appropriate, corrective action(s) as necessary. Gives advice, counsel, or instructions to support and administrative staff on both work and administrative matters. Requirements
REQUIRED EXPERIENCE: Minimum of 18 months' experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Experience must demonstrate the ability to lead junior staff in the accomplishment of work. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance. REQUIRED EDUCATION: Bachelor's degree or advanced degree in youth development, elementary or secondary education, family and consumer science (human development emphasis), special education, or other fields appropriate to the position. OR A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physical, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoW training requirements within the specified time including orientation, initial, DoW Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Must have the ability to use Microsoft Office Suite. Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
