Assistant General Counsel
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The DYCD Office of General Counsel supports the agency in fulfilling its mission of providing New York City with high-quality youth and family programming. DYCD funded programs include afterschool programs, literacy programs, the Summer Youth Employment Program and runaway and homeless youth shelters and drop-in centers, among other services. Under the immediate supervision of the General Counsel and the Deputy General Counsel, with some latitude for the exercise of independent initiative and decision, will assistthe General Counsel and Deputy General Counsel as legal advisor to the Department and performassigned legal work on behalf of the General Counsels Office.The Assistant General Counsels responsibilities will include but are not limited to:- Drafting contract documents and MOUs- Commenting on legislation and policy initiatives- Assisting with agency compliance with various federal, state, and local laws and reportingrequirements- Assisting with responding to subpoenas and requests from oversights and other governmentagencies;- Drafting standard operating procedures, policies and communicate them to DYCD management, staffand contractors;- Performing legal research and making recommendations to the agencys General Counsel, executiveand program staff on questions of law, fact and administrative policy.- Serving as liaison to the New York City Law Department, in connection with litigation, contract reviewand approval, City initiatives and programs, legislation and other legal issues.
Requirements
1. Admission to the New York State Bar; and either "2" or "3" below. 2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or 3. Six months of satisfactory service as an Agency Attorney Interne (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
