Deputy Director of Contracting Team
The New York City Department of Youth and Community Development (DYCD) invests in of community-based organizations and programs to alleviate the effects of poverty and to opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities.The Budget Review and Implementation of Contracts (BRICS) team is searching for a Deputy Director who will oversee day-to-day operations and supervise a team of Contracting Analysts.Under the general supervision of the Director of the Contracting team, the Deputy Director will: - Lead strategic and administrative functions of the Contracting sub-unit.- Provide direct supervision of Contracting Analysts engaged in creating new awards/ contract solicitations and accurately modify existing contracts (for example, assist with the creation of RFPs,the renewals/modifications of existing contracts) via DYCDs primary contracting systems, PASSPort, CCMS, CM and ECMS.- Supervise the status of work assignments and performing implementation checks to ensurecompliance, and the meeting of deadlines.- Identify and investigate and resolve discrepancies in the contracting process.- Strengthen intra- and cross-divisional coordination to resolve issues that impact workflow and compliance.- Participate in work groups as needed to remain updated on all programmatic developments agencywide.- Create PowerPoint presentations and other materials as needed and in a timely and accurate manner.- Complete related special projects at the request of the Unit Directors.
Requirements
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above. Experienced (non-manager)
