Offutt Air Force Base Commissary Supervisor 

General Description: 
The Supervisor is responsible for the daily oversight of janitorial, custodial, shelf stocking, and receiving/storage/holding area (RSHA) operations in compliance with the Performance Work Statement (PWS). This position ensures contract performance standards are met across all three core service areas: Shelf Stocking Operations, RSHA Operations, and Custodial Operations. Additional duties include employee training, evaluation, quality control, government relations, and safety compliance. The Supervisor works under the direction of the Contract Manager and acts in that capacity when the Project Manager is unavailable.
Qualifications
  • High School Diploma or equivalent required.
  • Valid driver's license and reliable transportation required.
  • Minimum one (1) year of experience supervising fifteen (15) or more employees.
  • Experience in grocery store shelf stocking operations required.
  • Demonstrated proficiency in vinyl floor care and related equipment operation.
  • Ability to read, write, speak, and understand English fluently
  • Knowledge of OSHA general industry standards and DoD/DeCA safety regulations preferred.
  • Experience with government contract operations or commissary environments preferred.
Essential Functions
  • Acts in the capacity of Contract Manager when the CM is unavailable, serving as the onsite point of contact for all contract matters
  • Capable of successfully performing and overseeing all assigned janitorial, custodial, and merchandise tasks to required contract quality standards.
  • Exercises discretion, sound judgment, organizational ability, and initiative; capable of working independently.
  • Able to perform effectively under pressure and consistently meet established deadlines and productivity standards.
  • Demonstrates strong personnel management skills, proficiency in basic math, and a commitment to quality assurance.
  • Maintains a positive and professional working relationship with government personnel, QAEs, and the Store Director at all times.
  • Works cooperatively and independently in a results-oriented environment with strong multitasking capabilities.
Responsibilities 
Operations Management
  • Assigns nightly work assignments for shelf stocking, janitorial, and staging employees.
  • Coordinates work teams across shelf stocking, RSHA, and custodial operations for maximum production efficiency.
  • Ensures 95% stock availability is maintained for all contractor-responsible items during day stocking coverage.
  • Oversees offloading, transport, segregation, storage, and pulling of merchandise in the RSHA in accordance with PWS productivity and sequencing standards.
  • Ensures all equipment pre-operation inspections are performed and repair requests are completed in a timely manner.
  • Ensures all equipment is properly cleaned and stored per established procedures at end of shift.
  • Oversees snow and ice removal operations October through March per schedule requirements.
Quality Control & Compliance
  • Performs, teaches, inspects, and enforces task quality in accordance with contract Performance Work Statement requirements.
  • Supports implementation and maintenance of the written Quality Control Plan covering all service areas
  • Participates in joint inspections with Quality Assurance Evaluators (QAEs)
  • Ensures accurate completion and submission of daily timesheets and all required contract documentation.
  • Completes monthly supply inventories and conducts required safety audits.
  • Monitors contractor-caused merchandise damage; initials daily damage records as required and works to keep monthly damage within allowable thresholds (PWS TE1, Section 6.1).
Personnel Management
  • Participates in employee onboarding, training, and performance evaluation.
  • Enforces all workplace conduct standards including policies on personal articles, eating, tobacco, alcohol/drugs, loitering, gratuities, and shopping privileges.
  • Ensures all equipment operators receive required training and certification, including OSHA-compliant forklift/MHE certification
  • Reviews and approves or denies employee requests for time off, ensuring adequate coverage at all times.
  • Follows established attendance procedures; reports as scheduled or notifies supervisor of any intended absence in advance.
Safety & Emergency Response
  • Ensures all employees are familiar with the Emergency Evacuation Plan, locations of firefighting equipment, and emergency exits
  • Reports all accidents to the QAE or on-duty Government manager immediately and no later than the next business day
Administrative
  • Adheres to and enforces assigned work schedules and established work area procedures and policies.
  • Maintains work center operating hours and manages within assigned supply budgets.
  • Attends required meetings, including weekly meetings
  • Completes all required contract-related paperwork accurately and in a timely manner.
  • Performs other duties as assigned.
