TASK FORCE: INTERGOVERNMENTAL RELATIONSJOB TITLE: One (1) Attorney CONTROL CODE: IGR-26-02SUMMARY:The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff assembles and oversees the Mayors expense and capital budgets, which fund the services and activities for approximately 90 City agencies and entities.The Intergovernmental Relations Task Force monitors the legislative processes and executive actions of the City, State, and Federal governments to assess and evaluate their impact on the City budget. IGR staff evaluate pending City, State, and Federal budget documents for City budget impact and communicate with other OMB Task Forces, agency staff, and the Mayors legislative offices on legislative issues. In addition, IGR staff respond to various legislative proposals and track legislation in assigned issue areas. Reporting to the Associate Director, the duties of the Assistant Director for Intergovernmental Relations encompass independent performance, and direction of a task force, in the following activities:JOB DESCRIPTION:The duties of this position will encompass the following activities:- Prepares the City fiscal agenda as part of the Mayors Budget and actively pursues these initiatives to meet budgetary goals;- Coordinates the evaluation and update of the Citys November Plan, Preliminary Budget, and Adopted Budget to determine their current and out-year impacts on the City's finances;- Acts as OMBs liaison to the Directors of the Mayor's Legislative Affairs Offices and serves as OMBs representative and advocate on all fiscal matters impacting city agencies and services;- Develops legislative timetable to assure OMB involvement at appropriate points in the Citys legislative process; assures the flow of key information to OMB staff and City officials;- Regularly briefs senior staff, the Budget Director and other high-level City officials on legislative and budget issues;- Drafts position memoranda, fiscal impact statements and testimony on the Citys finances and on pending City Council legislation;- Develops work objectives for staff, monitors performance of staff and initiates corrective action where warranted, provides staff training to develop necessary skills.- Responsible for reviewing and drafting city, state and federal budget bills, as well as conducting thorough and timely legal analysis of numerous bills and fiscal impact statements.QUALIFICATIONS:Must have exceptional organizational, research, and analytic skills.- Outstanding written and oral communication skills, including public speaking and presentation.- The ideal candidate is someone who is able to set and meet pressured deadlines to satisfy budget and financial plan preparation, update and reporting requirements.- The candidate should also possess the ability to manage multiple, often-competing priorities, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.- The candidate must have the ability and desire to travel to other parts of the city for hearings, meetings and other fiscal matters that warrant OMB presence.- Proficiency with MS Excel, MS Word, MS PowerPoint, and MS Access is required.- Must be a self-motivator, self-directed and be able to motivate others.REQUIREMENTS:A cover letter is required to be considered for this position. Applications submitted without a cover letter will not be considered.Deputy Assistant Director ($145,807+): Juris Doctor (JD) degree from an accredited law school, admission to the New York State Bar and a minimum of two (2) years experience in financial analysis, budget planning/management, intergovernmental relations; state budget analysis, legislative review, or a related field. Applicants must also possess at least two years of supervisory experience.Assistant Director ($167,101): Juris Doctor (JD) degree from an accredited law school, admission to the New York State Bar and a minimum of four (4) years of full-time experience in financial analysis, budget planning/management, intergovernmental relations; state budget analysis, legislative review, or a related field.
